Somalia appoints Hussein Qasim Yusuf as new immigration Agency director

Mogadishu (HOL) — Somalia’s Council of Ministers on Monday approved the appointment of Hussein Qasim Yusuf as the new Director General of the Somali Immigration and Citizenship Agency (ICA), replacing Mustaf Sheikh Ali Dhuxulow.

The appointment was endorsed during a cabinet meeting following a proposal from the Ministry of Internal Security.

The government said the leadership change is part of ongoing reforms aimed at strengthening Somalia’s security institutions and improving immigration and citizenship services. No official reason was given for Dhuxulow’s removal. He had served as head of the agency since Dec. 12, 2024.

Hussein Qasim Yusuf brings extensive government experience to the role. He previously served as Minister of the Presidency in Galmudug State from 2015 to 2017 and was a member of Somalia’s House of the People from 2017 to 2026. He also chaired the Parliamentary Monitoring Committee for the Review and Implementation of the Constitution, a key body overseeing constitutional reform efforts.

The Somali Immigration and Citizenship Agency is responsible for managing passports, visas, residency permits and border control systems, making it a critical institution in national security, public administration and international travel facilitation.

Officials said the new appointment is intended to accelerate institutional reforms, enhance service delivery and strengthen the integrity and efficiency of Somalia’s immigration system as the country continues broader governance and security sector improvements.
